Pierre-Luc Desjardins Le présent article se donne pour fin d’étudier le sens que revêt, chez Maître Eckhart de Hochheim (1260-1328), l’emploi du couple formé par les notions de pouvoir « politique » et de pouvoir « despotique ». Plus précisément, il y est question de replacer cet usage dans le contexte de la conception eckhartienne de la nature et d’y trouver un dédoublement de la notion de sujétion. De fait, pouvoir politique et pouvoir despotique se présentent comme deux (...) manières, pour un agent, d’interagir avec le principe passif qui se soumet naturellement à lui — le pouvoir despotique demeurant extérieur à ce qu’il gouverne, là où le pouvoir politique oeuvre au sein même de ce qu’il gouverne pour se l’assimiler. Une telle contextualisation de la conceptualité « politique » eckhartienne doit faire ressortir la manière dont elle s’inscrit dans une conception plus globale des rapports entre Dieu et la création, entre l’agent suprême et l’être imparfait qui lui est soumis. Deep neural networks (DNNs) provide a unique opportunity to move towards a generic modelling framework in psychology. The high representational capacity of these models combined with the possibility for further extensions has already allowed us to investigate the forest, namely the complex landscape of representations and processes that underlie human cognition, without forgetting about the trees, which include individual psychological phenomena.

According to the standards of public law, municipal polls have only a local scope : the election of a common council. Do politicians make deductions concerning the formal political power-constellation on national level either from the approach of municipal elections or from their results? Can these elections lead to changes in or of the government and eventually to anticipated legislative elections?After the first world-war, the electorate was called eight times to vote for new common councillors. Half of these elections had (...) no influence on the national power-constellation :they hardly stirred the national political life. In 1958 any possible influence of the municipal elections was even a priori ruled out. A remarkable point is that all municipal elections which took place undergovernments of national union, were only of local importance.Since the first world-war not a single municipal election has led to changes within the government : there was never a redistribution of ministerial portfolios amongst the coalitionpartners, nor did any electioncause the dismissal of an individual minister.It is traditional in Belgian politics that the national opposition, when the results of municipal elections are in its favour and prejudicial to the party in office, tries to call in question the legitimacy of the government in the opinion of the public by the way of motions or interpellations in parliament, claiming dismissal of the government or anticipated legislative elections. At these occasions it appeared unimportant whether the parliamental majority were confortable or not. But never did the governments give in to these attempts.The elections of 1857, 1884 and 1932 constitute an element of power - although of subsidiary importance - in the discharge of the then governments. The governmental crisis of 1884 however can only be explained if the constitutional position of Leopold II is taken into account. With all other factors alike, such a crisis wouldn't arise any more in the context of to-day. The municipal elections of 1932 have moreover led to anticipated legislative elections whose date was an element of power in the election-process. At that time, these elections played the part of an indicator of the electorial condition, comparable to that of the by elections in Great-Britain. And an unreliable indicator too, in view of the difference between national and local electionstatures. (shrink)

The government-opposition scheme of a two-party system does not function that clearly in a multiparty system which is the case in Belgium. To examine to what extent the opposition parties in a multi-partysystem are functional for policymaking, the period 1965-1971 was chosen for Belgium, providing a complete scale of government and opposition parties.A content analysis of all political parties' platforms in 1965 permits to determine the policy objectives, classified in policy areas, so that at the end of the six years (...) a survey could be made about the completely andpartly realised planks of the platforms according to government and opposition parties, according to the party-strength which was congruent with the duration of government participation. In Belgium a distinctioncan also be made between the traditional opposition parties and the nonelitist opposition parties, which during the given period were not accepted as possible government parties by the political elite.To obtain a correct evaluation of the realisations, the approach took successively into account the absolute number of platform-planks, the number of specific items of a party and the degree of importance andsocial repercussion of the distinct planks that could be realised.Although respectively for 6, 4 and 2 years in the government the CVP, the BSP and the PVV realise approximately the same number of planks. The non-elitist opposition party Volksunie realised a smaller butstill considerable number of objectives. So did also, but to a smaller extent the RW, KP and FDP. The interpretation of these results could be the loss of distinctiveness of the government-opposition scheme in amultiparty system, the elite-consensus in Belgium, the function of the «zweeppartij» strategy and the definition of the opposition in terms of action. Certain dialogism is generally recognized in the founding moments of Western philosophy, and it is possible to see various forms of intertextuality in our philosophical tradition. In spite of certain monological temptations, philosophy is not a self-demonstrative system; it has woven its texts quoting other discursive voices and through the invocation of borrowed words. This article aims to outline a discontinuous overview of quotation rhetorical functions at different moments of Western philosophy. The philosophical quote has contributed to discursive authorization or (...) to provide shared discursive repertoires, but also to invocate other intertextual voices discursive or integrate other texts in the meta-discourse of the philosopher. Nowadays the disciplinary regulation of citation practices and the bibliometric economy of impact indices threaten that dialogic and intertextual legacy. (shrink)

Gent is the second largest flemish city, which entails typical metropolitan issues such as the concentration of underprivileged and migrant workers. lts educational network of city schools therefore has a far greater proportional share of migrant students than other schools. The local public education network, by definition has the strongest ties with the local community. Having lifted obstacles of open or concealed discrimination, it still remains difficult to assess what determines school choice, for native pupils as well as for pupils (...) of foreign origin.It is therefore necessary to part from the assumption that education of migrant children is necessarily of inferior quality. City schools start from the basic idea that high quality education is obtained by getting the best out of every child in accordance with his or her talents. Gent has chosen to work with heterogeneousgroups. Social and racial segregation does not prepare students adequately for "real life" in society. This concentration of pupils of underprivileged and deprived origin implies that one necessarily has to keep education as inexpensive as possible. (shrink)

A scheme of analysis for separatism is proposed. Its purpose is twofold: to indicate the essential factors in a separatist process, and to explain the waves of active and « dead » separatist activity.The central idea is the distinction between three dimensions in the separatist process : conflict, mobilization and collective action. Both dimension on its own is determined by certain factors. Conflict depends on contradictions of identity and interest structure between people and nation. Mobilization is primarily a function of (...) the social, economic and political opportunities of the people as against the nation. Collective action is the result of the presence, strength and behaviour of the elite and social movement in people and nation.Evolution from one dimension to the next one depends upon the factors of the dimensions involved and on a) the policy of the nation and b) the societal changes caused by the modernization process.Finally one can explain inactive and active periods by verifying the presence or absence of these nine factors. It seems then that there are false and real « dead » periods, and that some separatist activity has a sound basis white other has not. (shrink)

The rapid evolution that has taken place since the state reform of 1980 has made the need felt that some options of this state reform must be adjusted. In spite of this need, the core question is whether or not one should, in the first place, adapt the structures of the national government so it can carry out its national tasks. The clear establishment of communities and regions, the structuring of the political parties on the basis of these entities, the (...) socio-economic substratum that is based on the duality, of the country, are indexes that show that the regions have numerous policy supporting structures while they are virtually absent on the national level. The political decision making on the national level is very restricted in this perspective. The state reform of 1980 has established three levels of equal standing between which the division is total. However, the probem immediately arises of a common parliament and a socio-economic substratum on which a national parliament and a national government should be able to rest if the Belgian state is to survive with its substructures. The solution here is twofold : either the substructures wilt have to create organs of the central state or the organs of the central state wilt have to be assembled on the basis of a national political election free of the substructures. Whereas the Upanishads contain much which is, strictly speaking, of little interest to the historian of Indian thought, the Pre-Upanishadic texts are not completely devoid of passages which are of special importance for anyone who endeavours to trace the origin and oldest form of the main texts of classical Indian philosophy. Too often the difference between Upanishads and Pre-Upanishadic literature has been exaggerated ; too often the philosophical importance of the ritualistic speculations contained in the Brahmanas has been undervalued ; (...) too often these texts have been neglected by the compilers of handbooks. One of those points which have not always received due attention concerns the theoretic foundation of the belief in the possibility of gaining the victory over death and of the efforts to realize this ambition. One of the most important problems in which the Indians have always been interested is the relation between the One and the Many, between this phenomenal world and its source and ground. Already in the Rgveda opinions differ : it has been a divine architect who made the phenomenal world ; it has been an anonymous primeval deity who became a golden germ from which a demiurge was born ; the world has arisen from the impersonal One who desired to create the world, etc. In the course of time these creators and ideas of the original One fused into the great figure of Prajapati, „the Lord of Creatures”. This God, who occupies a central position in the Brdhmawa-texts originally was what he was to remain in popular belief : the deity presiding over biological creation. In the ritualistic speculations of the authors of the Brahmanas he is the Creator, the Father of gods and anti-gods, the origin of creation. In the beginning Prajapati was alone, he was ,all this’, he was the universe in ,concentrated’ and unmanifested form. By way of emanation and self-differentiation he became the manifested universe, including the creatures. After this creative activity he is empty and exhausted, because he has ,entered the universe' or rather transformed himself into the universe. His strength, force and health can however be recovered and restored by means of rites. The world and the creatures which emanated from Prajapati were not perfect ; they were a discontinuum, disintegrated, in the power of death. In order to make life possible and to make the world habitable Prajdpati instituted rites. Prajapati is in the Brahmanas identified with the highest and most general categories ; he is the year, i.e. the complete cycle of time comprising the past and the future, totality and completeness. The year, viewed as an integral structure is the fundamental basis of all that happens. Being also the rite, the sacral act, Prajapati is on the other hand the earthly counterpart of the great cosmic drama. On these two identifications the ritualistic system of these authors is constructed. Among these authorities Sandilya. occupies a prominent place. The mundane events oscillating between the poles of birth and death, of genesis and decay, rites are needed to reintegrate what has become decomposed. They are however also to restore the original unity and totality, to co-ordinate the non-co-ordinated phenomena, to reconstruct Prajapati, to restore his original oneness. The rites reduce, temporarily it is true and with regard to the individual who has them performed, the phenomenal multiplicity to a reintegrated totality, in which the diversity of Prajapati's emanation has been destroyed, and the original unity and oneness has been restored. This theory underlies the structure of the great Fire-altar , by which the sacrificer identifies himself with Prajapati whose original unity is restored. By performing this elaborate ritual the personality of the sacrificer was transformed into a new and divine existence, which was no longer subject to the imperfections proper to this world. That is to say : the sacrificer acquires ,immortality' , he transcends the limits of phenomenal time, he becomes sarva, i.e. safe-andsound, whole. Prajapati-the year will not destroy the man who identifies himself with the totality, with Prajapati-the year, and who has acquired an insight into the meaning of this identification ; that man overcomes disintegration and discontinuity, he gains the victory over death, that is to say : he attains to a sound and complete condition. In the course of time the personal Prajapati and the impersonal Brahman are identified. In the early Upanishads the latter becomes the great fundamental principle. These works resume on the one hand ancient speculations a part of which has been preserved in the Rg- and Atharvavedas, and utilize, on the other hand, the ritualistic theories of the Brdhmawas. The tendency of their authors is however to dissociate themselves from ritualism. Emphasizing the quest for the salvation and spiritual welfare of the individual they go into the problem of the ,Soul' , that is the ,self' or the very core of the personality, which is essentially different from all phenomenal plurality. The hitman is identified with the Punira, the primeval man out of whom the universe arose. It follows that the Atrmn is also cosmic. According to Udddlaka Arum it is the subtle essence of all that exists. All the important potencies in the universe are said to be its manifestations. However, in these works . Htman and Brahman tend to fuse and the great teacher Ydjwavalkya concluded to their being identical. Ordinary men do not understand this identity, but the few who are able to arrive at this highly important insight gain the victory over the imperfections and contingencies of empirical existence. They experience the ecstatic and unanalysable condition of unity, the undifferentiated Plenum or Totality, the ,All'. They know that they are truly Brahman or Sarvam. Now, it is most important to attain to this condition, which implies the victory over death, before one is to die the worldly death. The man who dies without having escaped death will die again and again in the hereafter. Whereas the ritualists attempt to protect themselves from this much feared ,repeated death' by means of rites, especially by the construction of the Fire-altar, the teachers whose words are recorded in the early Upanishads ascribed the delivering power to the esoteric knowledge of the ,under lying theory', to the knowledge of the ritual-cosmic interrelations : the man who knows the relevant speculations will be released. This belief in the redeeming power of the rites and the ,theory' on which they are based was also of special importance with regard to the development of the Karman-doctrine. Thus ritual and spiritual identification with the One which is the Totality, the Primeval Being, the Creator, the Atman enables man by experiencing a transformation to conquer phenomenal time and death. Eric Voegelin believed that a morally acceptable and in the long run successful political order (which meant for the emigrant Voegelin primarily an order that is resistant to totalitarianism) can only be built on the foundation of a healthy religiosity of the citizens and the political leaders. The question of what a healthy religiosity is was examined by Voegelin by recurring to intellectual history and to the philosophy of consciousness. In my book I offer a detailed criticism Voegelin's philosophy of (...) consciousness and of his concept of political order. (shrink)

Hub Zwart's latest book, "The Truth on the Wall: A Psychoanalysis of Knowledge," establishes compelling connections between the literary and the scientific imagination. The author explores how seemingly fantastical literary tropes can serve as reflections of scientific progress. A notable example is the vampire archetype, traditionally depicted as a nocturnal, undead entity that sustains itself by consuming the blood of the living. This imagery, Zwart argues, can be interpreted as a metaphorical representation of scientific developments. He analyzes the central motif (...) of blood exchange between vampire and victim as an allegory for the scientific discourse surrounding blood transfusion in the late 19th century. During this period, blood transfusion posed significant challenges due to the undiscovered nature of blood groups. Furthermore, Zwart draws parallels between vampire-hunting strategies and scientific efforts to combat mysterious, potentially epidemic diseases, viewing both as attempts to control unknown and threatening forces. -/- [In Dutch: In "De waarheid op de wand: psychoanalyse van het weten", het nieuwste boek van Hub Zwart, worden de literaire en de wetenschappelijke verbeelding op inspirerende wijze aan elkaar gekoppeld.
